KELLY S. DAVIS, ESQ.
KELLY S. DAVIS is a respected elder law attorney with over twenty-five years experience in dealing with the legal issues that concern the elderly, the disabled and their families. Raised in Cheyenne, Wyoming (his father was a pilot who retired from the United States Air Force with a 100% wartime service connected disability and his mother was a nurse), Mr. Davis is a graduate of the University of Oklahoma (BA, English, 1976) and the University of Wyoming College of Law (JD, 1979).
After graduating from law school, Mr. Davis went to work for the Wyoming Insurance Department where he ultimately was appointed by the Governor to serve as Deputy Insurance Commissioner. One of his first assignments involved investigating and prosecuting cases of Medicare supplement insurance fraud. As a result of his efforts, selling of multiple Medicare supplement insurance polices to vulnerable seniors when only one policy would pay benefits, known as "stacking", was brought to an end. Mr. Davis, helped draft new regulations to outlaw this practice and better protect the senior community. He was instrumental in seeing that the agents involved had their licenses revoked and several went to prison. While at the Insurance Department, Mr. Davis was also involved in the adoption of legislation governing long-term care insurance as well as other issues affecting the senior and disabled populations.
Licensed in both Wyoming and Colorado, elder law attorney Kelly Davis has been in private practice since 1990. With offices located in the Capitol Hill area of Cheyenne, Wyoming, his elder law practice focuses primarily on Medicaid and estate planning. In addition to being a sole practitioner handling clients throughout Wyoming. Mr. Davis is a member of the Trust Special Interest Group of the National Academy of Elder Law Attorneys, and the Wyoming State Bar Elder Law and Disability Section, and is a Charter Member of the Academy of Special Needs Planners. In 2005 Mr. Davis was recognized by the Wyoming Bar Association Foundation and the Wyoming State Bar for his efforts in drafting the Wyoming Guardianship Corporation Pooled Trust, the only (d)(4)(C) or pooled trust authorized to serve members of Wyoming's disabled community.
His expertise in elder law makes attorney Kelly Davis a sought after speaker for many organizations in the senior and disabled community including the American Association of Retired Persons (AARP), the Association of Retarded Citizens (ARC), the American Parkinson Disease Association (APDA), the National Association of the Mentally Ill (NAMI), the Multiple Sclerosis Society, the American Cancer Society, the Wyoming Governor's Planning Council on Developmental Disabilities, the Veterans Administration, and others. He has served as an instructor for continuing education classes concerning Medicaid, special needs trusts, estate planning and elder law issues for lawyers, accountants, insurance agents, trust officers, nursing home administrators, and other professionals dealing with the senior and disabled communities.
